The North Texas Municipal Water District provides solid waste disposal services to the Solid Waste Member Cities which consist of Richardson, Allen, Frisco, McKinney, and Plano, as well as Collin County and surrounding counties. The Lookout Drive Transfer Station reconstruction is a NTMWD project designed to increase operating efficiency and meet the future service demands of its customers.
Transfer Station Purpose

 

The Lookout Drive Transfer Station, located at 1601 E. Lookout Dr. in Richardson, is one of three transfer stations owned and operated by the North Texas Municipal Water District (NTMWD). Transfer stations serve as a waypoint for solid waste, where waste is transferred from smaller capacity hauling vehicles to larger capacity NTMWD tractor trailers and then transported to the 121 Regional Disposal Facility in Melissa. This transfer process saves money by ensuring that waste collection vehicles do not have to travel the additional distance to the landfill and reduces traffic and vehicle emissions associated with less trucks on the road. Age and use have made a total reconstruction of the Lookout Drive Transfer Station necessary.

Deconstruction of existing stuctures begins in vicinity of new transfer station building.

 

Summer 2017

Construction complete. Greater detail will follow after Sedalco provides schedule.

Permitting and Project Development

 

On Sept. 18, 2014, the Texas Commission on Environmental Quality (TCEQ) issued final approval of Municipal Solid Waste Permit No. 53A (Lookout Drive Transfer Station). In doing so, the TCEQ approved numerous operational changes to the existing permit, including maximum waste acceptance limits and improved strategies to control wind-blown litter, odor, noise, pest control and storm water. The City of Richardson and NTMWD will work closely together to ensure the newly permitted Lookout Drive Transfer Station will be built following all requirements approved by the TCEQ as well as all local codes and ordinances. The City of Richardson will ensure all building standards prescribed are met via its development and building permit review processes.
